Global Telcos Urged to Support New “Scam Signal” to Help Prevent Social Engineering Fraud

BOZEMAN, Mont. – October 28, 2025

As mobile-enabled scams continue to surge worldwide, Jersey Telecom (JT) and global analytics software leader FICO, with support of the world’s largest mobile industry association, GSMA, are working together to accelerate the global rollout of Scam Signal – an award-winning fraud prevention solution already delivering results for UK banks. First deployed in 2024, Scam Signal uses real-time telephony data to detect and stop scams as they happen and help to protect consumers from significant financial loss.

The organizations are now urging mobile network operators in several countries worldwide to act swiftly and adopt the solution to help stem the rising tide of fraud. In South Africa and Spain, operators have already begun to make the solution available through APIs. The partners are reaching out to operators in the United States, Canada, Indonesia, the Philippines, Malaysia, Germany, Sweden, Italy, Spain, South Africa, Brazil, Mexico, Colombia, Peru and Chile.

According to reports from the Global Anti-Scam Alliance (GASA), scams have cost the global economy over $1 trillion in 2024.Authorised Push Payment or APP fraud is recognised as the number one global fraud threat.

Scam Signal is designed to combat authorized push payment (APP) fraud, where victims are tricked into sending money to criminals. It’s the first network API solution to combine real-time telephony network data with customer and payment information during live transactions – providing banks with the ability to spot the subtle signs of scams as they unfold.

Delivered through FICO® Platform, Scam Signal draws on real-time signals from mobile and landline networks to identify suspicious activity.  When a threat is detected, FICO® Platform Omni-Channel Engagement Capability enables banks to intervene during the live transaction by engaging with the customer with personalized messages that help stop the fraud in its tracks. Importantly, the solution maintains a direct connection with the banks to enable any other additional action to protect their customers from harm.

Results from UK banks using Scam Signal within FICO® Platform – Omni-Channel Engagement include:

  • 41% reduction in the number of people scammed
  • 44% decrease in fraud losses
  • 55% reduction in false positives (payments flagged as fraud that are in fact genuine)

“APP fraud is costing billions globally and eroding consumer trust— with 25% of victims leaving their bank following a fraud incident, according to a recent Juniper Research report,” said Henry Howe, head of Product Development for Mobile Intelligence at JT. “We developed Scam Signal to help telcos turn network intelligence into real-time protection. It’s already proven to reduce scam losses and false positives, but its impact depends on industry-wide adoption. This is a moment for mobile operators to lead — not just in connectivity, but in consumer protection.”

APIs such as those provided under the GSMA Open Gateway initiative allow financial institutions to securely access mobile network data in real time within a compliant framework – a critical capability in the fight against fraud. The Scam Signal API can analyse telephony events such as impersonation calls that often precede fraudulent payment requests. By standardising these APIs across operators, the industry ensures interoperability, scalability and faster deployment of fraud prevention tools across multiple telecoms networks and financial institutions.

The GSMA will support the initiative by running a program to unite mobile operators with the financial services industry and help its members design, build and launch standardised fraud-related APIs. This will help facilitate universal adoption of the APIs and consistent protection for consumers.

“In order to protect as many consumers as possible in as many markets as possible, we need mobile network operators to support banks and enable the appropriate APIs,” said Paresh Modi, senior director, GSMA Fusion. “This is another opportunity for telcos to play a direct role in stopping financial crime, protect consumers, and comply with emerging regulatory expectations.”

In its first full year since launching in 2024, the Scam Signal solution won the Best Anti-Fraud Solution award at the Credit & Collections Technology Awards and received the Silver Medal in the Fraud Impact Award for Best Scam and APP (Authorized Push Payment) Fraud Prevention solution from Datos Insights in 2024 and 2025. Barclays and FICO also won a 2025 Credit Award for Excellence in Fraud Prevention based on the bank’s deployment of the solution through FICO® Platform – Omni-Channel Engagement Capability.

JT Group and CVC DIF have signed a definitive agreement to acquire Manx Telecom Group, the Isle of Man’s leading communications and digital infrastructure provider, subject to customary regulatory approvals. CVC DIF is the dedicated infrastructure investment strategy of global private markets manager CVC Capital Partners.

This strategic acquisition brings together two trusted operators with strong local foundations and expanding international reach. The combined group will serve customers in Jersey, Guernsey, the Isle of Man and across the globe.

Digital access helps Sanctuary Trust Residents Rebuild and Reconnect

Sanctuary Trust has received a second donation from JT’s Community Giving Scheme – ten refurbished laptops that will help men experiencing homelessness take important steps towards rebuilding their lives. This follows an earlier donation of smartphones, continuing JT’s support for digital inclusion throughout the community. 

Access to digital devices remains a significant challenge for many of the men supported by the charity, due to financial hardship.  Having the use of a laptop or phone can be the difference between feeling isolated and being in a positive position to apply for jobs, attend online training, connect with support services, and even take part in interviews from a familiar, safe environment. 

Lorna Hanby, a spokesperson for the Sanctuary Trust, said: ‘Having access to a laptop is something many of us take for granted, but for the people we support, it’s a vital step towards them getting back on their feet. JT’s generosity allows us to provide this critical access, helping individuals to rebuild their independence and digital skills.’

JT’s Real-Time Scam Detection Adopted by UK High Street Bank Earns Industry Award

A real-time scam detection system developed by JT has been recognised with the Credit Award for Excellence in Fraud Prevention, following its deployment by Barclays through FICO’s platform.

The award-winning solution, Scam Signal, uses live telephony intelligence to detect and disrupt social engineering scams as they happen. Integrated into FICO® Customer Communication Services and adopted by Barclays, the technology identified nine potential scam victims on its first day and is forecast to reduce card fraud losses by 6%.

This marks the first time real-time mobile intelligence data has been embedded within a UK high street bank’s fraud decisioning systems. Scam Signal connects directly to JT’s network via API, enabling FICO’s platform to trigger immediate interventions when high-risk calls are detected — helping banks act before a scam is completed.

Crimestoppers Guernsey Launch 2025 Activity Challenge with Support from JT Community Giving

JT Community Giving is once again delighted to support the Crimestoppers Activity Challenge. This initiative invites people to take part in a variety of fun challenges which range from walking or swimming one km to cycling 55 km. It’s free to join and encourages the community to come together and support each other, whilst also while raising awareness of the important work of Crimestoppers locally in keeping our Island safe.

This year’s challenge runs throughout July 2025, with every participant automatically entered into a prize draw to win either £555 or £111 in cash. These amounts were chosen as they link directly to the Crimestoppers phone number, 0800 555 111 which is encrypted so that all callers are 100% anonymous.

Participants can choose from three challenge levels—bronze, silver, or gold—with activities designed to promote healthy movement and community engagement throughout the month. Reflecting on the success of the 2024 challenge, last year’s winners, Tanya Thoumine, who took home the top prize and Marina Burr, the second-place winner, are encouraging even more people to get involved in 2025.

I loved that even a simple activity like walking 1k qualifies for the ‘bronze’ level, making it inclusive for all. This year, I’m aiming for the 11k challenge by biking or walking. Jersey Heritage to Expand Access and Inclusion with New Digital Experience for La Hougue Bie Visitors

Jersey Heritage has become the latest beneficiary of JT’s Community Giving scheme. JT has donated two tablet devices to the organisation’s Education team, enabling school children and visitors to La Hougue Bie who experience physical or social, emotional, or mental health (SEMH) challenges to explore the historic site through immersive virtual tours. This initiative helps to ensure the educational experience of this significant prehistoric site is accessible to everyone regardless of their individual needs.

The virtual tour includes the site’s Neolithic passage grave, an important part of La Hougue Bie that some visitors find difficult to access physically. By offering a digital alternative Jersey Heritage has not only enhanced accessibility and inclusion to learning but also social participation. It means that when children are back at school everyone can participate in classroom discussions, and no one is left out of conversations about their shared experience.

Jon Brennan, Head of Education at Jersey Heritage, explained the importance of the donation: ‘The entrance to the ancient passage grave is a low, dark stone structure, which can present either physical, emotional or psychological challenges for some children. Engaging with the digital tour means those students unable to enter the space can still benefit from the knowledge and experience of exploring the tomb. This makes a trip to La Hougue Bie fully inclusive and puts all the students on a level playing field with their learning. For members of the community, it means they can experience everything that La Hougue Bie has to offer, even if they haven’t physically entered the passage grave.’

Around 40 school groups, including most primary schools and some secondary schools, visit the historic site every year as part of their studies. On average there are two students in each class who struggle with physical or SEMH issues and are unable to enter the passage which affects their educational experience of this Heritage site. The tablets will now ensure equal access to the learning experience.

JT 5G Switch On

Jersey’s new 5G network goes live

JT’s multi-million-pound investment in a next-generation mobile network, powered by Ericsson, has entered its final phase with the first sites going live on the new 5G network over the weekend, making it a significant first for the Channel Islands and a leading early mover in Europe.

A launch event took place at JT’s Network Operation Centre, where JT’s engineers worked in sync with Ericsson’s Global Network Operations Centre, via a live link. After months of trials and painstaking optimisation testing, they successfully migrated the old network on sites within Area One in St Ouen and transitioned to the newly built network. Predictions based on early testing show significant signal strength and coverage improvements, culminating in further significant increases in average download speed on the new network compared to the previous connectivity.

This marks the beginning of a new era for Jersey enabling the Island to become a true incubator for innovation across many sectors. This comes just two years on from JT partnering with Ericsson to upgrade  its award-winning network with comprehensive end-to-end 5G solutions.

This process of rolling out the new network will take place over several months, with Areas going live in a phased approach. The full 5G Standalone (SA) experience will only be available once all phases are completed, which is expected by the end of 2025.

5G SA technology is more advanced than the non-standalone (NSA) 5G used by most operators. While Ericsson supports 183 5G networks in 77 countries, JT will be joining 60 leading operators globally with the launch of 5G SA. Combined with JT’s full fibre-to-home service, this will provide Islanders with seamless connectivity both on the ground and in the air, making Jersey one of the most connected places in the world and one of the few networks globally to have end-to-end Ericsson technology.

JT has already invested in extensive core network equipment in Guernsey as part of this initiative and stands ready to switch the radio network to match the capabilities of Jersey’s once the Guernsey Regulator establishes a spectrum licensing framework for the deployment of 5G and future technologies.

The new 5G SA network is designed to provide JT’s Channel Islands customers with world-leading connectivity, continuously enhancing reliability, latency, and security. The telecom’s focus has been on building a robust infrastructure that can adapt to future technologies, remain world-class, and meet both anticipated and unforeseen data demands.
